61  | 二十一日，定考課。勅諭吏部尚書陳瑾，吏科都給事中黎嵩等：「爵賞乃厲世之柄，考課實計吏之方，勵渉幽明，虞舜所以凝庶績，綜核名實，漢宣所以致中興。蓋在上旣神鼓舞之機，則為下必厲進修之志，不公好悪，曷以勸懲。我國家稽古建官，任人共政。選擧之權公而明考課之條詳又備云胡百執，視作虛文，長官罔辨賢愚，例分善最，該司寧喩可否，槩以廉能，鈴曹例執於權衡，吏科間罕於駁正，勤勞盡痒，積年方得陞除，填康命奸，指日亦蒙進秩，官途冗濫，職此之由，玆當蒞祚之初，尤切更絃之治，宜如事例，諭爾知之。繼今內外文武官員，任滿九年，無賍犯應得考課者，該考翦官遵如前例，詳加審實。某員有材幹能應務，果非碌碌庸常，旅進退者，方許考為稱職，陞賞如例。若某員雖任滿九年，無賍犯，而其人無有材能，因人成事，不得考課陞賞。及怠慢惰愚，如珍美局局副阮牢之類，輕貶重降，考颞官敢有徇情妄考，吏部考顚不明，吏科審駁不當，一體送刑部如律治罪。」 |
