28  | 洪熙中，礼科给事中黄骥言：「西域使客多是贾胡，假进贡之名，藉有司之力，以营其私。其中又有贫无依者，往往投为从人，或贷他人马来贡，既名贡使，得给驿传，所贡之物，劳人运致，自甘肃抵京师，每驿所给酒食刍豆之费不少，比至京师，又给赏及予物直，其获利数倍。以此，胡人慕利，往来道路，贡无虚月。缘路军民递送，一里不下三四十人伺候于官，累月经时，妨废农务，莫斯为甚。比其使回，悉以所得贸易货物以归，缘路有司出车载运，多者至百馀辆，男丁不足，役及女妇，所至之处，势如风火，叱辱驿官，鞭挞民夫。官民以为朝廷方招怀远人，无敢与较，其为骚扰，不可胜言。乞敕陕西行都司，除哈密忠顺王及亦力把里、撒马儿罕等处番王遣使朝贡许令送赴京，来不过一二十人，正副使给与驿马，馀与驿驴，庶几陕西一路之人，可少苏息。臣又窃见西域所产不过马及硇砂、梧桐、硷之类，惟马国家所需，馀无裨于国。乞自今有贡马者，令就甘肃给军士，馀一切勿受，听其与民买卖，以省官府之费。」仁宗谓礼部尚书吕震曰：「骥尝奉使西域，故具悉西事，所言其皆从之。」 |
