舊制,吏部給告身,先責其人輸朱膠綾軸錢。宋白曰:故事,如封建諸王、內命婦及宰相、翰林學士、中書舍人、諸道節度、觀察、團練、防禦,日後即中書,帖官告院素綾紙褾軸,下所司書寫,印署畢,進入宣賜;其文武兩班并諸道官員及奏薦將校,敕下後,並合是本道進奏院或本官自於所司送納朱膠綾紙價錢,各請出給。陸游曰:江鄰幾嘉祐雜志言唐告身初用紙,肅宗朝有用絹,貞元後始用綾。余在成都見周世宗除劉仁贍侍中告乃用紙,在金彥亨尚書之子處。喪亂以來,喪,息浪翻。貧者但受敕牒,多不取告身。受敕牒以照驗供職,苟得一時之祿利;告身,無其錢則不及取矣。十一月甲戌,吏部侍郎劉岳上言:「告身有褒貶訓戒之辭,此中書所行辭也。豈可使其人初不之覩!」敕文班丞、郎、給、諫,丞、郎,謂尚書左右丞及二十四曹郎,給謂給事中,諫謂諫議大夫。武班大將軍以上,宜賜告身。其後執政議,以為朱膠綾軸,厥費無多,朝廷受以官祿,何惜小費!「受」,當作「授」。歐史曰:故事,吏部官告身皆輸朱膠綾軸錢然後給,其品高則賜之。貧者不能輸錢,往往但得敕牒而無告身。五代之亂,因以為常,卑者無復給告身,中書但錄其制辭而編為敕甲。劉岳建言,以謂「制辭或任其才能,或褒其功行,或申之以訓誡,而受官者既不給告身,皆不知受命之所以然,非王言所告詔之意,請一切賜之。」由是百官皆賜告身,自岳始也。乃奏:「凡除官者更不輸錢,皆賜告身。」當是時,所除正員官之外,其餘試銜、帖號止以寵激軍中將校而已,試銜,謂試某官某階,皆以入銜也。帖號,謂帖以諸銜將軍、郎將之號。及長興以後,所除浸多,乃至軍中卒伍,使州鎮戍胥吏,皆得銀青階及憲官,使,疏吏翻。使謂諸道節度使、觀察使司。御史臺官謂之憲官,此亦言試銜官也。歲賜告身以萬數矣。史因賜告身文,言當時除授之濫。
