42  | 宣德間，御史朱鑒言：「洪武間，各府州縣皆置東西南北四倉，以貯官穀，多者萬餘石，少者四五千石。倉設老人監之，富民守之。遇有水旱飢饉，以貸貧民，民受其惠。今各處有司以為不急之務，倉廒廢弛，穀散不收，甚至掩為已有，深負朝廷仁民之意。乞令府州縣脩倉廒，謹儲積，給貸以時，徵收有實。仍令布政司、按察司、巡按監察御史巡察，違者罪之不恕。」宣宗諭行在戶部曰：「此祖宗良法美意，近由守令不得人，遂致廢弛。言者比比，而未有興復之者。爾戶部亦豈能無過？其如御史言，違者從按察司監察御史劾奏。」 |
