131  | 谕：「据杨应琚奏，新定整欠孟艮地方，请仿照普洱边外十三土司之例，酌中定赋，于丁亥年入额徴收等语，整欠孟艮业经附入版图，愿输粮赋。其酌定徴额之处，俱著照所请办理。但念该处地方连年经莽匪扰害，今虽得安耕作，而元气尚难骤复。若遽于丁亥年责令输将，恐夷民生计未免拮据。所有应徴钱粮著加恩缓，至戊子年入额徴收，以示优恤边黎至意。改定湖北汉川县垸粮科则。湖广总督定长等言：「湖北汉川县汈㲼垸连接诸湖圈筑长堤七千五百馀丈，卑薄殊甚，必须加髙培厚，但民修力有不能，借帑难以徴补。况垸内嵗徴各则银不及一千三百两，米仅八十馀石。而节年赈贷反多于额徴之数，莫如改粮废堤，将垸内上八总民田红粮三则，均改为渔粮，上则其军田科则改为渔粮，下则下八总民田内应徴南米。请照上八总南米一并减免，庶几无水之年，以地为利。有水之年，以水为利」。下部议行。 |
