120  | 為願聞［己］(已)過。願達民情事。人非聖賢。不能無過。況以本府愚拙。過失更多。但不聞則不知。不知則不能改。此本府大懼也。古人以萬物得所為極。本府即不敢望此。倘民有疾苦愁痛而漠不相關。何以忝顏立於民上。但不達則不知。不知則無由興除。此又本府大懼也。凡我境內軍民人等。或得於旁觀之清。或出於風聞之及。或念切維桑之急。或身在水火之中。有心豈不能知。有口豈不欲言。但或以上下相隔。不能遽通。或以嫌犯忌諱。不敢入告。以致本府空抱血誠。莫適措手。為此特設木櫃。置大門外。不問諸色人等。但是聞見本府過失。與民間利病。不論大小。悉聽備細開寫。投入櫃中。聽本府不時開覽。庶幾警省覺悟。勉圖自效。以期仰報 聖明。俯酬民望。至於假此為由。言人過失。甚至發人陰私。律有明禁。本府豈為奸民指使。而與良善為柡酢７剛叻貿霰刈鋝誨丁 |
