十一月壬辰，诏曰：『近来环卫久不除授，非所以储材而均任也。可依旧制，应以材略闻，堪任将帅及久勤军事、暂归休佚之人，并为环卫官，更不换授，止令兼领。其朝参职事、俸给人从，并令有司日下条具取旨。』既而环卫官共以十员为额。癸巳，宰执言：『军旅之际，间谍居多，巧为诋诬，阴扰国政。兼近世风俗之弊，毁誉不公，有害于治。』诏令宰执、侍从、台谏谨察妄有荐毁、专事欺罔者，具以闻奏，当议重置于罚，以靖风俗。上曰：『此弊已七八十年，罚责必行，正在君相。朕与卿等行之。汤思退奏毁誉不公久矣，毁者当察之，誉者当试之。』诏曰：『朕累降诏旨优恤军民，其令尚书省下诸路帅守、监司及诸军统兵官，各开具己见，如何施行，务使实惠及人，无或失信。』甲午，诏学士院经筵官自今月七日轮二员宿直于学士院。己酉，侍御史周操内宿，召对问遣使事，久之，上曰：『朕在宫中，并无他用心，只是看经史并骑射耳。』
