9  | 光緒二年，英官馬嘉理被害事起，英公使威妥瑪會北洋通商大臣大學士直隸總督李鴻章，於七月二十六日在煙臺議立條款。其第三端洋藥一項，威使議請本國準為另立辦法，與他項洋貨有別，令英商於販運洋藥入口時，由新關派人稽查，封存棧房或躉船，俟售賣時，洋商照則完稅，並令買客一併在關輸納厘金，以免偷漏。其應抽收釐稅若干，由各員察看情形酌辦。 |
| 15 | 權自我操，誰能過問？稽經諏律，理有同然，而措正施行，又無煩再計決也。臣奉命與各國事務，責無可辭。曾於接晤英使威妥瑪時，論及鴉片宜加征稅釐，翼可減癮，威妥瑪亦無以難之。適李鴻章至，臣偕赴總署，與威妥瑪會商一次，李鴻章又獨與威妥瑪晤商兩次，威妥瑪意見不同，語多反覆，而於加價一節，尤斷斷然若重有所惜者。臣等如從其後議，以每箱八十兩為定則，加數甚微，不但癮無由減，適足為興販洋藥者廣其銷路，而內地種罌粟販煙土者得以藉口，並加征捐厘亦多窒礙。 |
