12  | 公意在堅保和局，不與洋人構釁，以致啟兵端。其函致崇公，則稱「有禍同當，有語同分」之語。既至津郡，出示曉諭士民，仍不獎其義憤，且亦有嚴戒滋事之語。由是津人以怨崇公者怨公矣！公初至時，出令放告，投訴牒者數百人。查訊挖眼剖心，並無事實，而拐匪一案，拿到教堂之王三、安三等，皆市井無賴，供詞反複狡展，不能定案。公亦令委員暫予緩訊，以為洋人轉圜之地，但飭緝拿天津滋事之民。由是都門士大夫中，譏議紛然起矣！十一日，接到法國洋官照會一件，係都中洋人由總理衙門轉遞來津，詞氣尚順。十二日，英國洋人來見。十三日，美國洋人來見。十四日，內閣學士宋晉奏和局固宜保全，民心未可稍失，請布置海口防兵，兼婉諭各國，以為解散約從之策。奉旨令公酌量辦理，據實奏聞。 |
