11  | 八月己巳，太祖令吏部定內侍諸司官制。諭之曰：「朕觀《周禮》所記，未及百人。後世至踰數千，卒為大患。今雖未能復古，亦當為防微之計。古時此輩所治，止於酒漿、醯醢、司服、守祧數事。今朕亦不過以備使令，非別有委任，可斟酌其宜，毋令過多。」又顧謂侍臣曰：「此輩自古以來，求其善良，千百中不一二見。若用以為耳目，即耳目蔽矣，以為腹心，即腹心病矣。馭之之道，但當戒飭，使之畏法，不可使之有功。有功則驕恣，畏法則檢束，檢束則自不為非也。」 |
