43  | 洪武四年正月己巳，命建奉先殿。太祖謂禮部尚書陶凱曰：『朕聞事死如事生。朕祖考陟遐已久，不能致其生事之誠，然於追養之道，豈敢怠忽？」復感嘆曰：「養生之樂，不足於生前，思親之苦，徒切於身後。今歲時祭享，則於太廟。至於晨昏謁見、節序告奠，古必有其所。爾其考論以聞。」 |

| 12 | 洪武四年正月己卯，御史臺進擬憲綱四十條，太祖覽之，親加刪定，詔刊行。因謂臺臣曰：「元時任官，但貴本族。輕中國之士，南人至不得入風憲，豈是公道。朕之用人，惟才是使，無間南北。風憲乃朕耳目，任得其人，則自無壅蔽之患。」殿中侍御史唐鐸對曰：「臣聞元時遣使宣撫百姓，初出之日，四方驚動。及至，略無所為而出。百姓為之語曰：『奉使宣撫，問民疾苦。來若雷霆，去若敗鼓。』至今傳以為笑。今陛下一視同仁，任官惟賢，尤重風憲，明立法度。所以安百姓，興太平，天下幸甚。臣等敢不精白一心，欽承聖意。」 |
