11  | 二十一日庚寅，上命軍機大臣傳諭李侍堯曰：臺灣地方，自康熙年間始隸版圖，因遠隔海洋，該處府廳各縣，俱未建立城垣。後經朱一貴聚眾滋事，平定後，總督滿保曾議建城。惟時以地處海外，無城雖難於防守，然失之易、復之亦易，是以未經建立，以節煩費。但該處久成郡縣，與內地無異，而城圍尚相沿用竹、木編插，不足以垂久遠。且此次林爽文糾眾猝起，縣城遂被砍破，究由䓶竹不能防禦所致。朕意，與其失之復取，既煩我兵力，又駭眾聽聞，何如有城可守而勿失，更為有備無虞乎！況方今國帑充盈，該處郡城廳縣不過五處，即建立城垣，動用不過百萬，何惜而不為？至建立城垣，該處可立窯座，或用外磚內土之法；如窯座不便，該處遍地皆山，即開採石料以代磚工，更為鞏固。著李侍堯於臺匪蕩平之後，詳細熟商歸入善後事宜案內，一併妥議；勘估繪圖具奏。 |
