23  | 周惠，字德甫，晉州隰縣人。憲宗二年，朝廷經略江淮，擢惠江淮都轉運使，置轉運司於胙州。四年，惠入覲，圖利病上之。詔以彰德、衛輝、大名民戶各五千，實胙州，復其賦，改胙州為淇州。惠治官廨、倉庫及境內之廛市、阡陌，皆井井有法。民貧無食者，令習陶甓之業，躬為規勸，無倦色。西山鐵官瓷灶久廢，惠出資修復之。由是商賈四集。後卒於臣。子鍇，淮東高郵路總管。 |
