1  | 後唐天成元年十月十六日敕：「朕以削平區宇，撫育蒸黎，頃當災歉之餘，未絶瘡痍之苦。緬維邦本，實係官常，苟未致於雍熙，則曷寜於宵旰。必在求之良吏，委以親人，倘或因循，遂成勞擾。先朝以選門既無，攝官尤多，近年以來，銓註無幾，遂至諸道州縣，悉是攝官，既無考課之規，豈守亷勤之節？而況多因薦託，苟徇請求，替罷不常，迎送為弊。殘民害物，熾然成風，言念所聞，焦勞何已！宜令三司及諸道州府，據見任攝官，如未有正官，具差攝月日，録名申奏。如已後或為公事及月限已滿，乞行替移，即須具因由，并選差將來攝官歷代職任姓名，聞奏替兌，無故頻有替換。如有內外臣僚，輒行薦託，當舉憲章。」 |
