19  | 督軍御史中丞司馬懿、侍御史鄭渾、羊秘、鮑勛、武周等言：「令如左。伏讀太史丞許芝上符命事，臣等聞有唐世衰，天命在虞，虞氏世衰，天命在夏；然則天地之靈，歷數之運，去就之符，惟德所在。故孔子曰：『鳳鳥不至，河不出圖，吾已矣夫。』今漢室衰，自安、和、衝、質以來，國統屢絕，桓、靈荒淫，祿去公室，此乃天命去就，非一朝一夕，其所由來久矣。殿下踐阼，至德廣被，格於上下，天人感應，符瑞並臻，考之舊史，未有若今日之盛。夫大人者，先天而天弗違，後天而奉天時，天時已至而猶謙讓者，舜禹所不為也。故生民蒙救濟之惠，群類受育長之施，今八方朦耄大小注望，皇天乃眷，神人同謀，十分而九以委質，義過周文，所謂過恭也。臣妾上下，伏所不安。」 |
