10  | 十三年夏五月，命內閣學士洪鈞出使俄、德、奧、和等國，大理寺卿劉瑞芬出使英、法、義、比等國，道員李興銳出使日本國。興銳因病未行，以庶常黎庶昌代之。冬十二月，兩總督張之洞奏設小呂宋領事，不允。小呂宋埔為日斯巴尼亞國屬地，洞屢疏稱小呂宋計有華民五萬餘人，分訴日人虐害情形，懇請派官保護。綜核情形，非設總領事不可。經電商使臣張蔭桓擬派總兵銜兩江先用副將王榮和為駐劄小呂宋總領事，總署難之，不允行。 |
