1  | 高宗乾隆元年春正月，詔撤西北兩路兵。停京師及各省捐納例。夏四月，命保舉賢良方正。六月，逮四川巡撫王士俊下獄。初，世宗朝，政令繁苛，專事刻覈，中外為之騷然。帝即位，欲拯其弊，而矯枉過正，因寬成玩，諸事遂日形廢弛。士俊密摺痛陳其害，略謂近日條陳惟在翻駁前案，甚則對衆揚言有止須將先帝時事翻案，即係好條陳之說。傳之天下，甚駭聽聞。帝覽疏震怒，命逮士俊來京，交法司嚴審，嗣定為斬監候。然自是用法日趨於繁密，疊興大獄，其為閭閰之擾累，反視雍正中，有過之無不及矣。 |
