1  | 末帝宣统元年春二月，降谕宣示朝廷一定实行预备立宪。先是，光绪三十二年宣示立宪，以九年为之预备。数年以来，政府不职，百事堕废，筹备之事，有名无实。至是，以帝初立改元，欲一新图人之耳目，故为无聊之颁布，以自文饰。夏五月，命陕甘总督升允开缺，以奏阻立宪故也。秋八月，以九月初一日各省诏议局开议，降谕诰，诫议员及各督抚。冬十一月，革甘肃布政使毛庆蕃职，因玩误宪政也。十二月，直隶各省谘议局议员孙洪伊等请速开国会，不允。时国人见时局日亟，佥谓非亟设监督机关，无以促政府之改良。由洪伊等联合二十馀万人，上书政府，龥请缩短立宪期限，早开国会。旋奉谕旨，俟将来九年预备业已完全，国民教育普及，届时必毅然降旨，定期召集议院。颁行府厅州县地方自治章程。颁行法院编制法。 |
