九年夏四月，河決歸仁隄。秋八月，命改內三院為內閣。帝奉太皇太后、皇太后謁孝陵，尋還京師。九月，命禮部於官學生內，每旗選取十名，交欽天監分科學習，有精通者，以滿漢博士用。冬十月，改內三院大學士銜，以圖海、巴泰為中和殿大學士，兼禮部尚書，索額圖、李霨為保和殿大學士，兼戶部尚書，杜立德、魏裔介為保和殿大學士，兼禮部尚書，對哈納為文華殿大學士，管刑部事務。
