2  | 六年冬十一月，前直隸提督劉銘傳奏請試辦鐵路，不果行。銘傳於上年病假回籍，是年七月，因俄人歸還《伊犁條約》中變，俄人有派兵封閉遼海之說，詔銘傳力疾入覲。銘傳至京，條陳開造鐵路，言「時局日艱，中國非速開鐵路，萬不能自強，蓋鐵路之利於漕務、賑務、商務、礦務，以及釐捐行旅者，不可殫述。而於用兵一道，尤為急不可緩之圖。鐵路造成，呼吸靈通，聲勢聯絡，裁兵節餉，併成勁旅。轉運槍礮軍火，朝發夕至，十八省合為一氣，一兵可抵數兵之用。將來兵權、餉權，盡在朝廷，不為疆臣所牽制。請先由清江至京一帶興辦。」疏入，詔北洋大臣李鴻章、南洋大臣劉坤一議奏。尋覆奏，均請如銘傳議行，於是京中議論紛紛，若大敵之將至者。一時以主持清議自命者，如侍講張佩綸、庶子張之洞。雖心知其有益，而未敢昌言贊成。而都察院左副都御史張家驤、通政司參議劉錫鴻，紛起奏阻，其議遂罷。 |
