3  | 九年秋七月，越南與法蘭西立新約十三條。越南在中國南境，本稱安南。康熙五年，封黎維禧為安南國王，自後六年一貢。嘉慶八年以後，改號越南。全境分為四部，北曰東京，中曰交趾支那，南曰柬埔寨，極南曰下交趾支那。咸豐、同治間，屢次與法人構兵，連失西貢附近之三郡及南交趾支那、柬埔寨等地。結西貢條約，認越南為自主國，實為法之保護國，政府尚未知之也。光緒八年，復籍名保商，以兵船駛入河內，攻陷之。是年二月，陷南定、河陽及廣安、寧平二省，分兵攻陷東京順化礮臺。至是，迫越人割東京以議和，訂約十三條，其第二云：「嗣後越南為法之保護國。非法國許可，不得與他國交通。」約成，越人始來告。 |
