《卷十二》
10  | 十年春正月，罷各部院及各省衙門通事。夏四月，命截留漕糧六萬石並各倉米四萬石賑濟淮揚饑民。先是，戶部議發銀六萬兩賑饑，帝曰：「饑民待食甚迫，予銀無益也。」五月，御史趙璟奏請加增外官薪俸，報聞，疏內略稱：「外官薪俸太簿，總督每年支俸五百五十兩，巡撫百三十兩，至知縣止四十五兩，每月三兩零，不足五六日之費。不取百姓，勢必饑寒。若督撫勢必取之下屬，所以懲貪而愈貪也。」六月，金星畫見，江南旱。秋七月，禁止百姓保留降調人員，從御史徐旭請也。九月，帝奉太皇太后、皇太后詣盛京謁陵。冬十一月，還京師。 |
