10  | 十年春二月，帝至內院，見少詹事李呈祥條議部院衙門裁去滿官，專一漢人一疏，怒與洪承疇曰：「朕用人不分滿漢，汝等何反生異議？」承疇等不能答，尋革呈祥職，免死流徙盛京。三月，帝獵於南苑，召漢大臣及諸詞臣賜宴，出院外獵三日，苑中網魚一日。自是歲以二三次為率，不備紀。夏四月，以元旱，詔求直言，諭內外法司清獄。五月，殺明福清王嫡子由杞。六月，定改折各省本色錢糧於一條鞭法。直隸大水，京師海河一帶房舍田禾被淹。冬十一月，制立限報災法。夏災限六月終，秋災限九月終。先將被災情形馳奏，隨於一月內查覈輕重分數，奏請蠲豁。其逾限一月者，巡撫及道府州縣罰俸，逾限一月外者降級，遲緩已甚者革職，永著為例。殺明泰昌帝第三子由極等二十九人。十二月，京師地震，有聲。 |
