丁晉公自平江軍節度使除兵部尚書、參知政事，節度使當降麻，而朝議惜之，遂止以制除。近者陳相執中罷使相除僕射，乃降麻；龐相籍罷節度使除觀文殿大學士，又不降麻，蓋無定制也。出歐陽修《歸田錄》按唐制，節度使除僕射、尚書、侍郎謂之納節，皆不降麻，止舍人院出制。國朝故事，罷使相則降麻，趙韓王、陳恭公、富文忠、賈文元、王文公是也；罷節度使則不降麻，李從善、李元靖、丁晉公、龐莊敏是也，安得謂無定制哉！韓忠獻自武康軍節度使除三司，降麻，非舊制也。蓋中書之誤，而學士無正之者。又丁自保信軍節度使除吏部尚書參政，此云自平江節度除兵部，亦誤。
