《本紀第八》
4  | 三月丁未朔，萬春節，宋、高麗、夏遣使來賀。上初聞薊、平、灤等州民乏食，命有司發粟糶之，貧不能糴或貸之。有司以貸貧民恐不能償，止貸有戶籍者。上至長春宮，聞之，更遣人閱實，賑貸。以監察御史石抹元禮、鄭達卿不糾舉，各笞四十，前所遣官皆論罪。甲子，太白晝見。乙丑，詔山後冒占官地十頃以上者皆籍入官，均給貧民。遼州民硃忠等亂言，伏誅。上謂宰臣曰：「近聞宗州節度使阿思懣行事多不法，通州刺史完顏守能既與招討職事，猶不守廉。達官貴要多行非理，監察未嘗興劾。斡睹只群牧副使僕散那也取部人二球仗，至細事也，乃便劾奏。謂之稱職，可乎？今監察職事修舉者與遷擢，不稱者，大則降罰，小則決責，仍不許去官。」 |
