11  | 景戌，詔曰：檢校司空平章事杜佑可檢校司徒平章事，充度支并鹽鐵使。以浙西觀察李錡為浙西節度檢校刑部尚書。賜徐州軍額曰「武寧」。制曰：「朕新委元臣，綜釐重務，爰求貳職，固在能臣。起居舍人王叔文，精識瓌材，寡徒少欲，質直無隱，沈深有謀。其忠也，盡致君之大方；其言也，達為政之要道。凡所詢訪，皆合大猷。宜繼前勞，佇光新命。可度支鹽鐵副使，依前翰林學士本官賜如故。」初，叔文既專內外之政，與其黨謀曰：判度支則國賦在手，可以厚結諸用事人，取兵士心，以固其權。驟使重職，人心不服。藉杜佑雅有會計之名，位重而務自全，易可制，故先令佑主其名，而除之為副以專之。以戶部尚書判度支王紹為兵部尚書，以吏部郎中李鄘為御史中丞，武元衡為左庶子。初，叔文黨數人貞元末已為御史在臺。至元衡為中丞，薄其人，待之鹵莽，皆有所憾。而叔文又以元衡在風憲，欲使附己，使其黨誘以權利，元衡不為之動。叔文怒，故有所授。 |
