263  | 庚寅，左司諫陳良祐言：「今言利者多要生財，乃所以病民，國用愈見不足。願取見一歲賦入之數，其取于民者已過，則從而蠲免之，以寬民力；取見所養官吏與兵之數，其可省者從而省之；常令財用十分，以七分養兵與官吏，三分以備非常，如此則上下兼足。帝曰：「朕常有志放免和買及折帛等錢以寬民力，但于今未暇。」良祐曰：「舊來本無此錢，皆是軍興時科取，講和之後，依舊不除。今取於民者竭矣，若制節國用，令出入有度，稍有蓄儲，即可行陛下之志矣。」帝曰：「因卿之言，當定經制。」 |
