175  | 丙午，權戶部侍郎王佐言：「今之戶部，即祖宗時三詞之職，國之會計出納，無所不統。比年朝廷創立南庫，本以豐儲蓄，備緩急，而不知者以為割戶部經常之費為別庫樁積之資，殊不知財之在南庫，與戶部一也。今欲將戶部所入，根考括責，造成簿籍，勾稽驅磨，俾無滲漏。月終以實收支之數申奏，歲終會計其盈虛。或經常用度之餘，有趲積剩數，除量留一月約支外，盡以歸之朝廷；或朝廷有非泛支用，亦合聽戶部開具申陳取撥。不惟事切一體，形跡不存，亦使有無相通，不誤緩急。」詔專委王佐攢造簿籍，陸之望同措置。 |
