| 23 | 癸酉，以婉儀王氏為德妃。 |
| 24 | 戊寅，降授中大夫蔣之奇，追復右正議大夫，念其進對之際嘗陳紹述之說也。 |
| 25 | 庚辰，詔：「自今大禮不受尊號，群臣毋上表。」 |
| 26 | 是日，遼主獵於南山。 |
| 27 | 癸未，遼以西北路招討使蕭德勒岱、北院樞密副使耶律慎思並知北院樞密使事。 |
| 28 | 辛卯，蔡京等言：「自開阡陌，使民得以田私相賈易。富者恃其有餘，厚立價以規利；貧者迫於不足，薄移稅以速售。富者莫非膏腴，而賦調反輕；貧者所存瘠薄，而賦調反重。因循至今，其弊愈甚。熙寧初，神宗灼見此弊，遂詔有司講究方田利害，作法而推行之。蓋以土色肥磽別田之美惡，定賦之多寡，方為之帳，而步畝高下丈尺不可隱；戶給之帖，而賦調升合尺寸無所遺。以賣買則民不能容其巧，以推收則吏無所措其奸，邦財自此豐，民賦自此省。五路州縣有經方田者，至今公私以為利。遭元祐紛更，美意良法，未遍於天下。今檢會《熙寧方田敕》，推廣神考法意，刪去重復，取其應行者，為《崇寧方田敕令格式》，乞付三省頒降施行。」從之。 |
