225  | 癸丑，臣僚上言：「伏睹崇寧五年七月三日敕：『應系舊籍人子弟許到闕者，見訖赴部，令預集注三次，集滿不授差遣者，將與直差。又，選人限一委，若在外指射差遣者，聽免直差。朝辭訖，限三日出門。』此陛下慮浸久有害紹述，故略為防限以示好惡也。然到闕而見，與見訖赴部，初無日限。伏望特旨令到闕三日，即投下文字，朝見訖，三日即赴部，所有集注直差，朝辭出門，自從舊條。則異趨之徒，不得倚法之脫略而害紹述之聖政。若乃上書邪等人，公肆狂妄，非上之所建立，所謂躬自蹈之，殆與係籍子弟連坐者異矣，是宜得罪重於子弟。今陛下縱以仁心矜貸此曹，亦當固為防限。臣愚以謂宜於七月三日敕內添入『上書邪等』，庶幾繼志述事，明示四海，仁心義政，並用不廢。」從之。 |
