28  | 先是王洙侍邇英閣，講《周禮》至三年大比，帝曰：「古者選士如此，今率四五歲一下詔，故士有抑而不進者。為今之計，孰若裁其數而屢舉也！」下有司議，咸請易以間歲之法，則無滯才之歎；薦舉數既減半，主司易以詳較，得士必精。十二月戊申，詔：「自今間歲貢舉，進士、諸科，悉解舊額之半；又別置明經科；舊置說書舉，今罷之。其不還鄉里而寓戶它州以應選者，嚴其法。每秋試，自縣令、佐察行義，保任之，上于州；州長、貳復審察得實，然後上本道使者類試。已保任而後有缺行，則州、縣皆坐罪；若省試而文紕繆，坐元考官。」又用孫抃奏，諸州解試額多而中程少者，不必足額。 |
