131  | 庚戌，詔宰執曰：「近聞北騎之來，往往儲糗糧，立寨柵，以為因利乘便之計。守臣邊將，欲攖城退守，則有老師費財之患；欲開關接戰，又有兵連禍結之憂。今朕欲于兩淮、沿江各令立一項遊擊軍，以備不時調遣。設若緩急，隨宜應援，使大軍偏師搗虛，此正李廣縱部曲，逐水草，號『飛將軍』之遺意也。又聞邊疆之外，皆平原曠野，北騎奔突，邊臣每有迅雷不及掩耳之患。今朕欲令極邊州郡開浚水道，去城百里之間，三里一溝，五里一洫，使北騎不得長驅而入，邊民亦可為耕鑿之計，此正古者立方田，開溝澮，以限戎馬之遺意也。邊防二事，久注朕懷，茲與卿等共籌之。」 |
