23  | 校書郎劉漢弼言荊、襄制閫當在江陵。帝問收復襄陽之策，對曰：「制使若在江陵，則事權重，收復尚可圖也。」帝然之。甲申，左司諫曹豳言：「陛下以方面付三閫，而和戰之議，私自矛盾，憂未艾也。史嵩之在淮西，用清野之說，敵未至而民先罹其禍，用撒花之說，民欲戰而禁其不得往，蓋以和誤國也。趙葵在淮東，定遠之破，近在鄰境，六合之破，政在屬部，葵乃閉城自守，不出一兵援之，是畏怯以辱國也。陳韡在金陵，曠口之衄，天殆少警之，議者乃謂敵兵之難當，非如盜賊之易制。今宜責嵩之以收復襄陽，為江陵捍蔽；經理上流，為下流防拓；葵則結鄰閫以禦哨騎，備舟師以防海道；韡則以沿江並領淮西，以安淮東。若秋、冬可以遏敵，乃為報郊。」帝然之。 |
