9  | 辛巳，立淮、浙、江、湖六路均輸法。條例司言：「天下財用無餘，典領之官，拘於弊法，內外不相知，盈虛不相補。諸路上供，歲有常數，豐年便道，可以多致而不能贏；年儉物貴，難於供億而敢不足。遠方有倍蓰之輸，中都有半價之鬻，徒使富商大賈，乘公私之急以擅輕重斂散之權。今發運使實總六路賦入，其職以制置茶、鹽、礬、酒稅為事，軍儲國用，多所仰給。宜假以錢貨，資其用度，周知六路財賦之有無而移用之。 |
