131  | 三月，開封府判官謝絳言：「蝗亙田野，坌入郛郭，跳擲官寺，井匽皆滿，而使者數出，府縣監捕驅逐，蹂踐田舍，民不聊生。魯史書螟，《穀梁》以為哀公用田賦，虐取於民。今朝廷斂弛之法，近於廉平，以臣愚所聞，似吏不甚稱職而召其變。凡今典城牧民，有顓方面之勢，才者掠功取名，以嚴急為術，或辨偽無實，數蒙獎錄；愚者期會簿書，畏首與尾；二者政殊而同歸於敝。夫為國在養民，養民在擇吏，吏循則民安氣和而災息。願先取大州邑數十百，詔公卿以下舉任守州者，使得自辟屬縣令長，務求術略，不限資考，然後寬以約束，許便宜從事，期年條上理狀，或徙或留，必有功化風跡。如此而沴氣不弭，嘉休不至者，未之有也。」 |
