145  | 先是都官員外郎燕度議，川峽選人遭父母喪，須代者至，然後聽去官；知制誥、同判流內銓劉敞言，此非所以全人子之孝也。辛丑，詔自今並聽奔喪。敞嘗建議曰：「竊見舊制官自三司副使以上及班行使臣，不論高低，遭父母喪者，例皆百日公除。孝子雖有思慕之心，逼於王命，不得遂行，此誠傷教害禮，無取於今。伏以三年之喪，通於天下。以義制恩，古人有之，自謂身在軍旅、躬備金革者，不敢以私事辭王事耳；本非承平侍從之臣所當行，又非班行冗下之職所當預。習俗既久，浸以成風，其賢者則以不即人心為悲，其不肖者則以當喪墨縗為榮；以之錫類，是為傷恩，以之教民，是為忘孝。 |
