267  | 丁酉，起居舍人洪邁言：「天下萬務，出命于中書，審于門下，行于尚書，所以敬重政令，期於至當而已，初無文武二柄、東西二府之別也。今三省所行，事無巨細，必先經中書畫黃，宰執書押，當制舍人書行，然後過門下，而給事中書讀；如給舍有所建明，則封黃具奏，以聽上旨。惟樞密院既得旨，既畫黃過門下，而中書不預，則封繳之職，微有所偏。況今日宰相、樞臣，兩下兼領，因而厘正，不為有嫌。請詔樞密院，自今以往，凡已被旨文書，門下依三省式畫黃、書讀，以示欽重出命之意。」詔從之。然樞院機速事，則不由中書，直關門下省，謂之「密白」，時不能改。 |
