| 87 | 壬辰，金主以蒙古已破太原，河北事勢非復昔比，詔百官議所以為長久之利者。翰林學士承旨圖克坦鎬等以謂：「制兵有三：一曰戰，二曰和，三曰守。今欲戰則兵力不足，欲和則敵人不從，唯有守耳！河朔州郡既殘破，不可一概守之，宜取願就遷徙者，屯於河南、陜西，其不願者，許自推其長，保聚險阻。」刑部侍郎溫屯呼哈勒等曰：「河北諸郡，宜令諸郡選才幹，眾所推服，能糾民遷徙者，願之河南或晉安、河中及諸險隘，量給之食，授以曠土，盡力耕稼，置僑治之官，撫循教戰，漸圖恢復。」宣徽使伊喇光祖等曰：「太原雖暫失，頃亦可復。當募土人威望服眾者，假以方面，重權能，克復一道，即以本道總管授之，能捍州郡，即以長佐授之，必各保一方，使百姓復業。」 |
