39  | 己卯，詔曰：「朕以寡薄，昧於治方，不能使天地休和，陰陽調序。自春涉夏，甘澤未豐，既軫西郊之歎，將虧南畝之業。興言夕惕，無忘鑒昧。良由德化未敷，政刑多舛，萬方有罪，責在朕躬。思覃寬惠，被之率土。見囚死罪並降從流，流罪從徒，五歲刑已下悉皆原宥。其反叛惡逆不道，及常赦所不免者，不在降例。」 |
