癸酉,司馬光始受御史中丞誥,奏疏曰:案:《傳家集》有云:臣聞澄其源則流清,固其本則末茂。 「臣蒙陛下拔於眾臣之中,委以風憲。天下細小之事,皆未足為陛下言之。敢先以人君修心治國之要為言,此誠太平之原本也。臣聞修心之要有三:一曰仁,二曰明,三曰武。仁者,非嫗煦姑息之謂也。修政治,興教化,育萬物,養百姓,此人君之仁也。明者,非煩苛伺察之謂也。知道義,識安危,別賢愚,辨是非,此人君之明也。武者,非強亢暴戾之謂也。惟道所在,斷之不疑,奸不能惑,佞不能移,此人君之武也。故仁而不明,猶有良田而不能耕也;明而不武,猶視苗之穢而不能耘也;武而不仁,猶知獲而不能種也。三者兼備,則國治強,闕一焉則衰,闕二焉則危,三者無一焉則亡。自生民以來,未之或改也。治國之要亦有三:一曰官人,二曰信賞,三曰必罰。夫人之才性,各有所長;官之職業,各有所守。自古得人之盛,莫若唐虞之際。稷、契、皋陶、垂、益、伯夷、夔龍,各守一官,終身不易。苟使之更來迭去,易地而居,未必能盡善也。故人主誠能收采天下之英俊,隨其所長而用之,有功者勸之以重賞,有罪者威之以嚴刑,譬之乘輕車,駕駿馬,總其六轡,奮其鞭策,何往而不可至哉?昔仁宗時,臣初為諫官,得上殿首曾敷奏此語。先皇帝時,臣曾進《歷年圖》,又以此語載之後序。今幸遇陛下始初清明之政,虛心下問之際,臣復以此語為先者,誠以臣生平力學所得,至精至要,盡在於是。願陛下勿以為迂闊,試加審察。若果無足┤。則臣無所用於聖世矣。」《紀事本末》卷五十八。案:溫公論修心之要三、治國之要三。《續宋編年資治通鑒》載於治平四年閏三月。據云:以呂公著、司馬光為翰林學士。上疏論修心之要三,曰仁、曰明、曰武;治國之要三,曰用人、曰信賞、曰必罰。且曰:「臣嘗以此六事獻仁宗,其後以獻英宗。今又以獻陛下,誠以臣平生所學所得至精至要者,盡在是矣。」與此大旨略同。《長編》卷二百九載司馬光為翰林,光以不能四六為辭。下並未見此。《續宋編年資治通鑒》誤系於彼。
