15  | 十月庚子朔，樞密言：「河南、河北監牧使欲令每年各許同奏舉有牧地縣分選人、知縣令、主簿充京職官共五員，理為舉主。」《紀事本末》卷七十五。案：《編年備要》云：初，範純仁知襄邑縣，有牧地，衛士縱馬暴民，純仁取一人杖之。牧地初不隸純仁，有詔劾治，純仁言：「兵須農以養恤，兵當先恤農。」朝廷是之。聽牧地隸縣自純仁始。 |
