30  | 辛未，《長編》卷一百八十八，又卷二百四十六載增配沙門島人數事，據原注均云治平四年六月二十五日李慶事，可考。案：原文已佚。《東都事略·馬默傳》：默除知登州。沙門島舊制則有定額，溢數則投之海中。砦主李慶罷官，入謁，默遽問：「擅殺幾何？」慶對：「一任殺七百餘人。」默詰之，則曰：「島上地狹，徒隸猥眾過數，官糧不足以贍，則取殺之。」默責其擅殺，欲按其罪，慶惶恐，即日自殺。默為奏請更定配島法，凡二十條，溢額者，則選年深不作過人移徙登州。自是多全活者。其後蘇軾起知登州，父老迎於路曰：「公為政愛民，得如馬使君乎？」軾異之。王鞏《甲申雜錄》云：沙門島舊制有定額，過額，取一人投之海中。馬默處厚知登州，建言：「朝廷既貸其生矣，即投諸海中，非朝廷之本意。今後溢額，乞選年深自至配所不作過人移登州。」神宗深然之，即詔：「可著為定制。」 詔曰：「農，天下之本也，祖宗以來，務加惠養。比下寬恤之令，賜蠲復之恩，然而歷年於茲，未極富盛，間因水旱，頗致流離。深維其故，殆州縣差役仍重，勞逸不均，喜為浮冗之名，不急之務，以奪其時，而害其財故也。愁痛亡聊之聲上干和氣，深可傷憫！其令逐路轉運使，遍牒轄下州軍，如官吏有知差役利害可以寬減者，實封條析以聞。」 |
