45  | 且殷之五遷，恐人盡死，是則以吉兇之土，制長短之命。謀新去故，如農望秋，雖暫劬勞，其究安宅。今區宇寧一，陰陽順序，安安以遷，勿懷胥怨。龍首山川原秀麗，卉物滋阜，卜食相土，宜建都邑，定鼎之基永固，無窮之業在斯。公私府宅，規模遠近，營構資費，隨事條奏。」仍詔左僕射高熲、將作大匠劉龍、巨鹿郡公賀婁子干、太府少卿高龍叉等創造新都。秋八月癸巳，以左武候大將軍竇榮定為秦州總管。十月癸酉，皇太子勇屯兵咸陽以備胡。庚寅，上疾愈，享百僚於觀德殿。賜錢帛，皆任其自取，盡力而出。辛卯，以營新都副監賀婁子乾為工部尚書。十一月丙午，高麗遣使獻方物。十二月辛未，上講武於後園。甲戌，上柱國竇毅卒。丙子，名新都曰大興城。乙酉，遣沁源公虞慶則屯弘化備胡。突厥寇周槃，行軍總管達奚長儒擊之，為虜所敗。丙戌，賜國子生經明者束帛。丁亥，親錄囚徒。 |
