11  | 十二月癸酉，上以時和年豐，冦盜翦滅，顧謂宰相曰：「國家自近嵗以來，偶逢艱運，水旱作沴，連年不順，河西蜀川，相繼叛亂，飛芻輓粟，千里騷然，而又京邑之中，霖雨彌月，百物涌貴，道殣相望，于兹時也，百姓嗷嗷，然朕為其父母，居億兆之上，位尊責重，莫遑寧處，每日與卿等相見，雖不形於顔色，然而中心憂念，無須㬰之安，由是內修政紀，救萬民之愁疾，外勤戎略，定三邉之狂孽，以至有司常職，米鹽細事，朕亦不憚勞苦，並躬親裁斷，遂致上天悔禍，否極斯泰，巴蜀餘妖，竄伏黔水，繼遷醜類，窮蹙沙漠，而又普天下九穀咸登，塞北江南，紅粟流衍，朕豈望纔經災歉之後，便覩兹開泰，深自慶慰也」。呂端等相率稱賀。 |
