己未，徙太原民萬餘家於山東、河南，給粟。庚申，分命使者十七人，發禁軍護送之，因屯於鎮、潞等州，用絳人薛化光之䇿也。化光言：「凡伐木，先去枝葉，後取根柢，今河東外有契丹之助，內有人戶賦輸，竊恐嵗月間未能下，宜於太原北石嶺山及河北西界、山東靜陽村、樂平鎮、黄澤關、百井社各建城寨，扼契丹援兵，起其部內人戶於西京、襄鄧，唐汝州，給閑田，使自耕種，絶其供饋。如此，不數年間，自可平定」。上嘉納之。此據范鎮東齊記事。按歐陽修誌薛奎墓云：父化光以䇿干太宗，不見用，修蓋誤也。太平興國四年，平太原，得戸三萬五千二百二十，兵三萬。先是，陳洪進以漳、泉二州降，得戶十五萬一千九百七十八、兵一萬八千七百二十七，繼元所統，凡十一州軍，得戶才及漳、泉五之一，蓋化光之策行，其耕民多南徙，所存無幾，且兵數與民數畧同，殆以一戶奉一兵也，欲國不亡，得乎？本紀止稱山東，今從十國紀年，并書河南。壬戌，車駕發太原。　我師䧟敵者數百人，上遣驍雄副指揮使浚儀孔守正領騎軍徃救，守正奮擊，盡奪以還，北漢主籍我所棄軍儲，得粟三十萬，茶絹各數萬，䘮敗罄竭，頼此少濟。此據十國紀年。戊辰，次鎮州。
