24  | 先是，詔以近年開封府舉人稍多，屢致詞訟，令翰林學士承㫖晁迥等議定條約，於是迥等上言：「諸州舉人，多以身有服制，本貫難於取觧，遂奔凑京轂，寓籍充賦，人數既衆，混而為一，有司但考其才藝，觧送之際，本府土著，登名甚少，交起喧競，亦由於此。欲請自今有朞週卑㓜以下服者，聽取文觧。寄應舉人實無戸籍者，許召官保任，於本府戸籍人數外，別立分數薦送」。詔從之，仍取大中祥符七年寄貫人數、中進士觧十之三、諸科十之五。癸酉，詔川峽、廣南諸州，自今依先定條制觧合格舉人外，更有藝業可取者，悉取薦送。 |
