17  | 庚申，以太常博士盧琰為開封判官，秘書丞李防為推官，上謂宰相曰：「人之有材，未易盡知，歴試而後可見矣」。占謝日，特召升殿，諭以府事繁劇遴選之意，各賜錢十萬。琰，淄川人。防，內黃人也。防嘗受詔括磁、相州逃戸，得隠賦十餘萬，因請均定田税，又言：「縣有逃戸破五十者，令佐降下考，若百戸殿三選，二百戸停所居官，其能招携者賞之」。又言：「凡逃田，宜即召人承佃，使人不敢輕去，而官賦常在」。扵是建言天下多寃獄，請與判官間三五日入府，司軍廵院，獄有未明者，得以訊之，尋出為陜路轉運副使。先是，沿江水遞八十九，舗嵗役民丁甚衆，頗廢農作，防悉用本城卒代之，民以為便。壬戍，詔得替幕職、州縣官及丁憂服闋者，並免選注擬。癸亥，判大理寺王欽若上言：「本寺案牘簡少，請罷詳斷官四員，止留八員」。從之。國初，大理正、丞、評事皆有定員，分斷獄訟，其後擇他官之明法令者，若常參則兼正，未常參則兼丞，謂之詳斷官，凡六人，漸加至十二人，尋去兼丞、正」之名，扵是始以八員為定。 |
