19  | 庚戌，左僕射、平章事呂䝉正加司空，門下侍郎、平章事李沆加右僕射，羣臣咸以序加恩。 楚王元佐為右羽林衛上將軍。議者云：「唐德宗朝，六軍各置統軍，秩從二品，羽林、龍武、神武是也。十六衛置上將軍，與統軍同，左右衛、驍衛、武衛、威衛、領軍、金吾、監門、千牛衛是也。今楚王當為統軍，而以上將軍命之，且王前為左金吾上將軍，按儀制，金吾在統軍上將軍之上，是則王乃降秩，非遷秩也，有司失於討閱矣。壬子，詔陜西振武軍士逃亡捕獲，曽為盜及情理蠧害罪至徒者，所在處斬訖奏，杖罪部送闕下，首身如舊法。振武兵皆取自鄉民，俸錢惟五百，而他物給半，及其逃亡，則依禁軍罪至死。上以其祿廩頗殊，而條禁太重，故有是命。 |
