39  | 庚寅，詔邕州知州，自今毋得輒出廵邊。時蕭注數領兵出廵溪峒，而轉運使王罕言其生事也。 詔皇親自今並年十三已上宣繫，年十五以上，聽成昏。初判大宗正司允讓言：「宮院嫁娶，自來未曽指定嵗數，止是本宫使臣臨時保明，即送入內內侍省施行，恐更有年未及而內降𫝊宣者，于禮有違」。下禮院詳定，而降是詔。壬辰，復以度支員外郎范祥制置解鹽，從三司使張方平及御史中丞包拯之言也。祥自慶厯八年十月制置解鹽，皇祐五年四月，坐他罪責去，祥始言嵗入緡錢可得二百三十萬，後不能辦。皇祐三年，入緡錢二百二十一萬，四年，二百十五萬，以四年數視慶歴六年，増六十八萬，視七年，増二十萬，又舊嵗出𣙜貨務緡錢，慶歴二年，六百四十七萬，六年，四百八十萬，至是，𣙜貨務錢不復出，其後嵗入雖贏縮不常，至五年猶及百七十八萬，至和元年，百六十九萬，其後遂以元年入錢為嵗課定率量，入計出，可助邊費十之八，久之，並邊復聽入芻粟以當實錢，而虛估之弊滋長，劵直亦從而賤，嵗損官課，無慮百萬，故方平及拯請復用祥祥，既受命，請重禁入芻粟者，其劵在嘉祐已前，毎劵別使輸錢一千，然後予鹽，又言商人持劵若鹽鬻京師，皆虧失本錢，請置官京師，畜錢二十萬緡，以待商人至者。劵若鹽估賤，則官為售之，劵紙六千、鹽席十千，毋輒増損，所以平其市估，使不得為輕重。詔以都鹽院監官兼領之，自是稍復祥舊云。 |
