16  | 己丑，提㸃河北刑獄、屯田員外郎張問，提㸃開導莫州順安乾寧軍塘泊水口。初，河北屯田司言：「奉詔疏導縁邊積水，而順安軍牙家港十洪橋石水限地近北界不可開，今欲調丁夫疏石塜等六口，以分邊吴諸淀，夏秋漲水，乾寧軍自東明港至獨流寨，凡有水口三十三，自可發泄水勢，莫州㑹賔口、北堤口、泄水口、洛陽口并順安軍塘北䕶城堤，可令本處嵗治之，其塘泊髙仰之地，聽人耕種夏田」。故命問専領之。 自郭諮均稅之法罷，論者謂朝廷徒䘏一時之勞，而失經逺之慮，至皇祐中，天下墾田，視景徳増四十一萬七十餘頃，而嵗入九榖乃減七十一萬八十餘石，蓋賦不均，故其弊如此。其後田京知滄州，均無棣田，蔡挺知博州，均聊城、髙唐田，嵗増賦榖帛之類，無棣總千一百五十二，聊城、髙唐總萬四千八百七十四，既而或言滄州民不以為便，詔諭如舊，是日，復遣職方員外郎孫琳、都官員外郎林之純、屯田員外郎席汝言、虞部員外郎李鳯、祕書丞髙本，分往諸路均田，從中書門下奏請也。本獨以為田税之制，其廢已久，不可復均，朝廷亦不遽止，後雖均數郡田，其於天下不能盡行。庚寅，降知河陽、龍圖閣直學士、工部侍郎李柬之為給事、知虢州，知蘓州、工部郎中、知制誥王琪為度支員外郎、知饒州，並坐失保任也。 |
